The implementation of the BBR structure led to a significant decrease in water usage, with a reduction of 16% the first year (2010) and 6% the second year (2011) even though EVMWD was also experiencing customer growth. These reductions in water use have proven to be permanent and subsequent water usage increases have been in line with customer growth.
